Leah Lutheran, Board President

Lutheran has served on the RCAS Board of Education for the past nine years. Lutheran has extensive experience owning and operating a small business and is currently employed by GE Consumer Finance.  She has held many committee and officer positions for the board.  Lutheran was very instrumental in developing an indoor air quality program in Rapid City, which won a national Award for Excellence from the Environmental Protection Agency.  She is married with three children and one grandchild. Mrs. Lutheran is the Area 4 representative.

Sheryl Kirkeby, First Vice President

Kirkeby has served on the RCAS Board of Education for eight years.  She was President for the 2007-08 and 2008-09 school year.  Kirkeby possesses a bachelor’s in social science with a minor in business and middle school education.  She served as a substitute teacher within the district for two years and was nominated as Substitute Teacher of the Year.  Kirkeby is employed with KEVN Black Hills FOX and is married with three children.  She has held many committee positions as well as officer positions for the board.

Bret Swanson, Second Vice President

Swanson has been a member of the RCAS Board of Education since 2008.  He has a graduate degree and is an English college instructor at Black Hills State University.  In addition to his post secondary experience, he has also taught in the K-12 system.  He is an active member of the community.  He and his wife, Jackie, have four grown children.  Mr. Swanson is the Area 5 representative.

Brad Otten, Board Member

Brad Otten was elected to the RCAS Board of Education in 2010.  Otten graduated from USD with a degree in Business Administration and is employed by Black Hills Gold by Coleman as a sales representative.  He is married to Holly and has three young children who will all be attending RCAS.  He is a graduate of SD Partners in Policymaking (sdadvocacy.com), a leadership and advocacy training program for disability awareness and inclusion.  He has been an active fundraiser for local outreach groups such as the Autism Society of the Black Hills and has participated in many regional disability training events.  Mr. Otten is the Area 3 representative.

Doug Kinniburgh, Board Member

Kinniburgh has been a member of the RCAS Board of Education since 2003.  With a bachelor’s degree in civil engineering from SDSM&T, he has more than 20 years experience in construction/engineering.  He has worked for the past 15 years with the South Dakota Department of Transportation.  Kinniburgh is also experienced in owning and operating a small business.  He is married with three children in the Rapid City School District.  He is an Elk member and currently serves on the RCAS Facilities committee and the Communication Advisory Committee.  Mr. Kinniburgh is the Area 7 representative.

Suzan Nolan, Board Member


Suzan Nolan is a retired school counselor, having worked in the Rapid City Schools for 33 years. She has served on many non-profit boards in the community as well as at the state and national level. She has a doctorate in counseling from the University of SD, has attended the Peacemaker Institute in Boulder, CO, and has worked extensively in the area of conflict mediation through the Restorative Justice program. She is a volunteer in the Pennington County Jail and has been trained in nonviolent communication.  She is active in Democracy in Action. She works with women in groups and helps to organize the Gather the Women event which occurs twice a year in our community.  Nolan is a newly elected member of the RCAS Board of Education.  Dr. Nolan is the Area 1 representative.
